What is a "writ of mandamus"?

A "writ of mandamus" is a written order from a higher court to a lower court, or to a government official, office, or corporation, commanding that a specified thing be done.  Typically, this is a type of remedy that may be sought if a governmental agency, public authority, or corporation in service of the government, fails or refuses to do its public or statutory duty.
