What is a "Petition to Make Special"?

Patent applications in a given technological field are ordinarily examined in the order that they are received under the "first come, first served" principle.  A "Petition to Make Special" is a formal request submitted to the United States Patent and Trademark Office requesting that a particular patent application be examined ahead of other pending applications in the same technological field.
