Must the figures in a patent application contain reference numerals?

Yes, otherwise the Patent Examiner can issue an objection to the drawings for not containing reference numerals.  It is best practice to include reference numerals anyway, for those reference numerals enable you to more easily refer/describe within your specification the various components shown in your figures.
