Is the filing fee pricier for a patent application submitted on paper?

Yes, the filing fee is substantially pricier.

For a paper filing of a non-provisional utility patent application, the basic filing fee is $150.00 (assuming small entity status), but then there is another $200.00 tacked onto that as a "non-electronic filing fee."  

For a comparison, the filing fee for an electronic submission of the same patent application for the same small entity would be a flat $75.00.
