Do all countries allow a patent application to be filed after there has been a public disclosure or public use?

No.

In some countries, a patent application must be filed before any public disclosure or public use of the invention. In other countries (such as the United States) the patent application can be filed within a grace period following the public disclosure or public use. The grace periods and other restrictions vary widely from one country to another.
