Can the normal 20 year term of a patent be shortened or extended?

Yes, there are special circumstances where the term of a patent can be shortened or extended.  The term of a utility patent may be lengthened by any patent term extension or adjustment, or reduced if there is any disclaimed term (i.e., by filing a terminal disclaimer).
